In 2025, the Florida Legislature passed a law aimed at expanding health coverage options for farmers, ranchers, and residents in rural communities. Titled the Nonprofit Agricultural Organization Medical Benefit Plans Act, this legislation created a legal framework for certain agricultural nonprofit organizations to offer health-related coverage outside traditional insurance markets.

What the Law States
Signed Governor DeSantis the law (Florida Statutes § 624.4032) authorized qualifying nonprofit agricultural organizations, such as the Florida Farm Bureau, to provide medical benefit plans to their members. Not considered health insurance under the Florida Insurance Code, they are exempt from most insurance regulations and the consumer protections that normally apply to health insurance policies.
Focus on the Agricultural Industry
The new law and subsequent healthcare plans can represent a potential additional option for healthcare coverage, but they also place more responsibility on individuals to understand what their coverage does and does not include, given that these medical benefit plans do not offer the same regulatory protections as standard health insurance.
